To date, racism in British society has not been addressed by either the 1986 or the 1988 Education Act. Consequently, teachers and governors face the educational aspects of this dilemma with little or no guidance. Thus, in addition to fulfilling the requirements of the National Curriculum, they must blindly make various educational provisions: challenge racist beliefs, attitudes, and behavior; meet the educational needs of students; contribute actively to a policy of equal opportunities across an institution.
