The First Edition was published in 1995 by Hodder Arnold.
This Second Edition has been updated throughout to reflect changes in policy since 1995. All chapters have been revised.
Number of chapters expanded from 6 to 9. There's also a new chapter (4) on 'Democracy, Citizenship and Elections'.
